SANTO DOMINGO- The Ministry of Public Works and Communications (MOPC) yesterday began accepting economic bids for the construction of the Navarrete Northern Bypass, in the province of Santiago, which is included in the plan for the preservation and expansion of the roads that make up the Dominican Republic's Road Network.
Engineer Nelson Maloney explained that the budget allocated for the construction of the project amounts to 6,924 million 910 thousand 953 pesos with 85 cents, and that the award will be made on June 14.
Maloney, representing Minister Deligne Ascención before the MOPC's Procurement and Contracting Committee, explained that the process seeks transparency and to give an opportunity to all those people and companies who want to offer their products and/or services.
Dr. Milagros Ortiz Bosch, Director General of Ethics and Governmental Integrity (DIGEIG), was present during the process along with observers from different institutions, such as the Autonomous University of Santo Domingo (UASD), the National University Pedro Henríquez Ureña (UNPHU) and the Technological Institute of Santo Domingo (INTEC), as well as the Dominican College of Engineers, Architects and Surveyors (CODIA).
Ortiz Bosch expressed his satisfaction at seeing the process completed, as an expression of transparency, as well as preventing acts of corruption in public administration.
“I believe that everything has been done properly during the process, with questions and answers, and our job is to increase transparency and trust in the procedures, not just of this Ministry, which is handling it well, but of the entire Government,” he said.
Fourteen companies participated in the opening of envelope A, 13 of which were in person and one virtually.
Those present were Ecocisa, Constructora Mar, Grupo Vial Ozama, Malespín Constructora, Construcciones Viales Navarrete, Consorcio Cern, Consorcio Vial G Modesto-ArquiConstrusa, Consorcio Nacir, Consorcio Teddy-Remix.
Also, Consorcio Circunvalación Navarrete, Constructora Rizek, Consorcio Floralba, and Agregados de Cartera Cibao (Agrecaci). The virtual bidder was Andalar Internacional.
Junior Mora, Director of Toll Resource Management, represented RD-Vial. The acting notary was Arnulfo Piña Pérez, who opened the process at 11:16 a.m. and concluded with its validation at 1:08 p.m., adhering to Law 340-16, regarding purchases and contracts.
The legality of the tender is FIDEICOMISO-CCC-LPN-2023-0001.
The activity took place in the MOPC Recreational and Cultural Club Hall, and also included the participation of Alejandro Ramírez, Administrative and Financial; José Madé, from Planning and Development; Domingo Santana Castillo, Legal; Lérida Tobal, from Free Access to Information, and Carina Cedano, from Purchases and Contracts.
