Happy Family National Housing Plan, one of the projects directed by Lisandro Macarrulla

SANTO DOMINGO- The Happy Family National Housing Plan (PNVFF) is one of the projects led by the Minister of the Presidency, Lisandro Macarrulla, who last night announced to the country his decision to take a leave of absence from his position in the Government, after his son was accused by the Public Prosecutor's Office in the Medusa case.

The PNVFF is an initiative of the Dominican State, which was announced in January of last year, developed with the objective of implementing a system with public and private institutions for the generation of housing solutions, it seeks to give access to decent and own housing and is aimed at Dominican families from social segments with great difficulties in acquiring them.

"It seeks to support low and middle income families in the Dominican Republic in purchasing their first home, ensuring that these families have access to a housing solution with essential basic services, commercial areas, recreation, and other amenities," explains the literature posted on the official website.

Its purpose is to facilitate access to housing for families with monthly incomes up to RD$ 65,000 and who can count on programmed savings of at least 2.5% and up to 10% of the value of a Social Housing (VS).

The projects under the PNVFF (National Housing and Family Plan) are developed under a trust scheme, in accordance with Law Number 189-11, to obtain PNVFF subsidies and/or the benefits of the First Home Bonus compensation. The projects must comply with all regulations and permits of the competent authorities in the Dominican Republic.

It offers three housing options: subsidized housing, where families can acquire a housing solution called "Subsidized Housing (VISUB)," whose initial sale price is up to 35% of the cost of Low-Cost Housing (VBC). This type of housing is intended to benefit families with incomes up to RD$21,500.00. Families can obtain a monetary subsidy from FONVIVIENDA for the initial down payment, a fixed amount of RD$260,000.00, and a fixed monthly mortgage payment of RD$3,500.00 for 7 years.

The second is priority interest housing: Within this type of housing, families can acquire a housing solution called “Priority Social Interest Housing (VIP)” whose initial sale value is between 36% and up to 50% of the cost of Low Cost Housing (VBC).

This type of housing is intended to benefit families with monthly incomes up to RD$37,500.00. Families can receive a down payment subsidy from FONVIVIENDA of RD$250,000.00 and a fixed monthly mortgage payment of RD$4,000.00 for 7 years.

And social housing, in which type families can acquire a housing solution called “Priority Social Housing (VIP)” whose initial sale value is between 51% and up to 70% of the cost of Low Cost Housing (VBC).

This type of housing is intended to benefit families with monthly incomes up to RD$65,000.00. Families can receive a down payment subsidy from FONVIVIENDA of RD$240,000.00 and a fixed monthly mortgage payment of RD$4,000.00 for 7 years.

The Plan is led by the Ministry of the Presidency through the National Housing Fund (FONVIVIENDA); it also includes:

  • Treasury
  • Ministry of Economy, Planning and Development (MEPYD)
  • Ministry of Housing, Habitat and Buildings (MIVHED)
  • Superate Program
