SANTO DOMINGO.- The Ministry of Public Works and Communications (MOPC), through the RD Vial Trust, announced the start of the bidding process for the design and construction of the overpass at kilometer 28 of the Duarte highway.
The project, as explained by the institution, seeks to transform one of the most critical points of traffic congestion on the access to Santo Domingo, directly benefiting thousands of drivers who travel along this road daily.
A press release explained that the project includes the construction of the overpass, the widening of lanes, the removal of two traffic lights in the Pedro Brand area, and the creation of service roads, which will allow local traffic to be separated from express traffic and reduce travel times.
The ministry indicated that the return currently being completed at kilometer 25, where the tollbooth was previously located, is integrated into the road transformation design of this section, thus completing the traffic reorganization proposal.
Among the benefits highlighted by Public Works are the reduction of travel times on the Santo Domingo–Santiago corridor, the generation of local jobs during the construction phase, the improvement in the logistical competitiveness of Greater Santo Domingo and the decrease in emissions due to the reduction of vehicular congestion.
The public bidding process will follow established transparency and competitiveness protocols, the state entity said. It added that bidders must submit comprehensive proposals that include the detailed design, construction plan, road safety systems, and traffic management during construction, complying with AASHTO and ACI standards and the specifications of the Ministry of Public Works and Communications (MOPC).
Process
The Ministry of Public Works document states that those interested in obtaining the bidding documents can do so starting today, Tuesday, December 23, at the Procurement and Contracting Department of the RD Vial Trust, located at Presidente González Street #22, 5th floor, La Cumbre building, Ensanche Naco, Santo Domingo. They can also download them from the website www.mopc.gob.do or through the Electronic Public Procurement System (SECP).
He added that physical proposals will be received until Thursday, February 12, 2026, at 10:00 am, in sealed envelopes in the meeting room of the RD Vial Trust, while the public act of opening technical offers will be carried out according to the schedule established in the terms and conditions.
Finally, Public Works reminded everyone that all interested parties must be registered in the State Supplier Registry, administered by the General Directorate of Public Procurement (DGCP).
